This type of full/excess/yang anger is usually due to liver qi stagnation that then generates heat. The same qi stagnation can also generate wind. You may want to consider a few herbal categories and triangulate what is best for this person from there. For example:
-Herbs to clear liver qi stagnation (anger belongs to the Chinese liver)
-Herbs to clear heat
-Styptics
-Herbs that settle wind (if there are wind symptoms- spasm, tic, tremor, migraine, EPF etc)
