How to suspend tannins in oil

If one wanted to suspend tannins in an oil, would it be possible to decoct the herb (with tannins) in water then combine that reduced decoction in the oil and dehydrate the mixture until the water has evaporated?

David said: tannins are water soluble, and generally not oil soluble, so you cannot really suspend them in oil (or at least not easily). Oil-based interactions: While tannins can interact with lipids (fats and oils) through hydrophobic interactions and hydrogen bonding, these interactions don't result in tannins dissolving in the oil.
