I asked this question during class and finally found the book where I read about using meadowsweet, non-flower parts only externally. It was from Henriette Kress's book "Practical Herbs 1" She writes that "Any meadowsweet part is suitable for external uses.." and under Meadowsweet tea, only includes dried and fresh meadowsweet flowers or buds. I concluded from this that non-flower parts should not be ingested internally. Thanks for your input.

Rich said: No this is not correct. The herb is generally harvested when in flower but both leaf and flower are used for internal medicine - what herbalists often call "flowering tops". When ont in flower, if you need it, you can use the leaf alone though it is not optimal at that time. Henriette may have a preference for the flower alone, but you'd have to get in touch with her about that!
