Hello Andrew, Can EPFs become something chronic, as if a person's constitution or maybe condition make that person vulnerable to the environment? For example, could cold from the outdoor cause chronic muscle tension in the body during long periods in the winter season?

Andrew said: You got it! Very possible. If an EPF is not effectively kicked out, it goes internal. The it slowly begins to disturb organ function. A hallmark is when a symptom of the EPF in question is exacerbated by the weather. For example- Bi Syndrome. Maybe the person in your example has Cold Bi Syndrome(?). Look at the pattern and treat according to that!
