The little hairs surrounding the seeds are incredibly irritating and you need tone very careful you do not breath them in (nose or mouth), get them in your eyes and you need to wear gloves. I clean them when fresh and it is tedious and time consuming. Which Is why I only gather the larger Beach Rose hips, less work for more hip. I have never used Rose hips topically so I cannot answer that part of your question, but for internal use, the seeds are inert and the hairs if drunk are also highly irritating so they must be removed.
